Working with law enforcement and other emergency service agencies, Steve Martin has been successful in:

• re-engineering the enforcement framework relating to impaired driving, achieving a 95 percent reduction in overall police effort; 

• developing a business model to address public safety issues relating to problem properties; and

• developing a strategic framework and governance strategy for emergency communications.

 

Administrative Justice Solutions

 

Helping to assess and implement innovative administrative justice solutions.  Administrative justice solutions are emerging as a viable and effective option to assist the broader justice system to provide citizens with timely resolution of disputes, and to lessen the burden on the Court system.  Using innovative solutions and technology, shifting disputes from the Court system to administrative dispute resolution mechanisms has proven to be timely, effective and economical.  

 

Steve Martin has successfully developed innovative solutions to reduce reliance on the Court system by shifting traffic ticket disputes and impaired driving cases to administrative justice resolution mechanisms. 

 

Alternate Service Delivery

 

Helping government ensure value for money and service effectiveness, alternate service delivery (ASD) mechanisms have been increasingly used over the past decade.  Transforming public sector service operations through business process outsourcing has proven effective in bringing world-class technology and efficiency to government departments. 

 

Steve Martin conducted a strategic program review of the BC Medical Services Plan and PharmaCare operations, and was instrumental in leading the subsequent outsourcing of these operations.  This initiative resulted in improved service levels, operational efficiencies, cost certainty, and capital cost avoidance.
